Create a team the identity provider keeps.

The team takes the group's display name (1–100 characters) and the members it lists; its external id defaults to the name. A member who has not signed in yet, or is de-provisioned, is kept on the roster and takes their place on the team once they are active and signed in. A team at its member limit seats nobody new, though everyone named stays on the roster, and a member id that is not a person provisioned for this organization is skipped. Teams count toward the organization's team limit.
