Update MR settings for a repository (upsert, partial update)

A token needs themr_settings:managescope: Manage merge-request settingsGranted bywrite_api,write_repository.Every operation this scope unlocksAudited · mutation
x-gitmoap-audit: {"kind":"audited","arg":"mutation"}
Saves the repository's own values for the fields you send, creating its settings if it has
none; null clears a field. They take effect only once override_group_settings is on, and a
field left unset still comes from the groups above. Maintainers and above may change them; the
answer is the repository's own values, not the effective ones.
