ServiceTierDeployment
One stop on a service's promotion track: whether anything is serving this environment tier, and
how the latest deployment attempt went. The two can differ — { "status": "failed", "deployed": true } means the previous version is still serving and the attempt to replace it failed. A tier
may hold several environments (prod-eu, prod-us): status is the worst across them, and
deployed is true if any of them is serving.
